Davis Names Local Healthcare Attorney to State Board of Behavioral Science Examiners

Los Angeles healthcare attorney Catherine A. Kay was appointed yesterday to the State Board of Behavioral Science Examiners by Gov. Gray Davis.

The panel is responsible for establishing educational and experience requirements for marriage, family and child counselors, licensed clinical social workers, and educational psychologists. It is also charged with conducting written and oral examinations, investigating violations of professional ethics and law, and disciplining licensees.

Kay, 45, has focused her more than 20 years experience in health care law on representing hospitals, managed care organizations, doctors and other providers.

Prior to opening her own health law practice in 1998, she served as chief counsel for L.A. Care Health Plan, one of the nation’s largest health plans, providing medical care for more than 755,000 Los Angeles County residents.

Before joining L.A. Care, Kay was a partner in the law firm of Manatt, Phelps & Phillips from 1987 to 1996.

Kay is a member and past president of California Society for Healthcare Attorneys , and is a past char of the Executive Committee of the Health Care Law Section of the Los Angeles County Bar Association.

She earned her undergraduate degree from University of California, San Diego and her law degree from the University of Southern California School of Law.

Davis also appointed Peter G. Manoleas, a lecturer and field consultant for the University of California, Berkeley School of Social Welfare, and licensed marriage and family therapist Jane F. Nathanson to the board.

Board members do not receive a salary. The appointments require Senate confirmation.
